You might be mistaking unopened flower buds for small pepper fruits. However, if the plant has indeed flowered and these small fruits are stunted–it could be a matter of night time temperatures not being quite warm enough yet. If you are certain you have small stunted fruit, just pinch them off and allow the plant to flower again. (Peppers won’t re-flower until the first fruits are gone.) Chances are temperatures are warm enough now and the next flowers will proceed to form full fruits. Sidedress the plant with well-rooted compost; don’t give your peppers too much nitrogen.
